Adriana Epifanio, as\u00ed como la coordinaci\u00f3n de las dem\u00e1s unidades\u200b, con el apoyo t\u00e9cnico y administrativo de la Bach. Ana Caroll Olivera y Jos\u00e9 Luis Rodr\u00edguez.<\/li>\n<\/ul>\n<hr \/>\n<h2>Tareas y servicios espec\u00edficos:<\/h2>\n<h3>Programa Cu\u00f1apir\u00fa<\/h3>\n<p><span style=\"font-weight: 400;\">Dentro de las Directrices Estrat\u00e9gicas del Plan Director de Rivera (Dec. 20\/2010 Art. 12\u00b0) se destaca en el #1 \u201cLa Cuenca del Cu\u00f1apir\u00fa, eje ambiental de la ciudad\u201d. De all\u00ed derivan distintas acciones planificadas, que se encuentran incluidas en el Plan:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Art. 14\u00b0 #1- Programa H\u00e1bitat Social Cu\u00f1apir\u00fa<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Art. 15\u00b0 #2- Programa Ambiental Cuenca del Cu\u00f1apir\u00fa<\/span><\/li>\n<li><span style=\"font-weight: 400;\">#3 Sistema de espacios verdes<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Art. 16 #4- Rivera laboratorio de gesti\u00f3n ambiental y urbana<\/span>\n<ul>\n<li><span style=\"font-weight: 400;\">En funci\u00f3n de ello, desde el 2012 se le ha asignado a la UDOT el cometido de ejecuci\u00f3n y seguimiento de lo planificado para la cuenca del Cu\u00f1apir\u00fa. Se gestion\u00f3 la licitaci\u00f3n de la rectificaci\u00f3n del cauce, la planificaci\u00f3n de la parquizaci\u00f3n de sus bordes, propuesta de obras conjuntas con OSE, gesti\u00f3n de tr\u00e1mites de grandes emprendimientos cuidando su afectaci\u00f3n sobre el Cu\u00f1apir\u00fa, relevamiento continuo de cotas de inundaci\u00f3n, gesti\u00f3n de convenios de financiaci\u00f3n, etc.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Una vez rectificado el cauce, se visualiza la importancia del Cu\u00f1apir\u00fa como \u201ceje ambiental de la ciudad\u201d.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">La DGO ha propuesto la creaci\u00f3n de una Unidad espec\u00edfica para el seguimiento del Programa Cu\u00f1apir\u00fa, que de ahora en m\u00e1s ir\u00e1 creciendo en su alcance hasta la concreci\u00f3n de nuestra estrategia.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">En funci\u00f3n de los objetivos del Plan, el PROGRAMA se estructura en base a los siguientes temas a desarrollar:<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><span style=\"font-weight: 400;\">1) H\u00e1bitat Social Cu\u00f1apir\u00fa<\/span><\/li>\n<li><span style=\"font-weight: 400;\">2) Sistema Ambiental e Infraestructural Cu\u00f1apir\u00fa<\/span><\/li>\n<li><span style=\"font-weight: 400;\">3) Sistema de Espacios Verdes Cu\u00f1apir\u00fa<\/span><\/li>\n<\/ul>\n<hr \/>\n<h3>Sistema de Informaci\u00f3n Geogr\u00e1fica<\/h3>\n<p><span style=\"font-weight: 400;\">El SIG constituye hoy una \u00a0plataforma tecnol\u00f3gica y conceptual de desarrollo, en l\u00ednea para toda la ciudadan\u00eda accesible desde <\/span><a href=\"http:\/\/gis.rivera.gub.uy\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">http:\/\/gis.rivera.gub.uy<\/span><\/a><span style=\"font-weight: 400;\">, en conjunto con las diferentes ap\u013aicaciones de edici\u00f3n y actualizaci\u00f3n de datos existentes.\u00a0<\/span><span style=\"font-weight: 400;\">Algunas de las aplicaciones ya existentes que se utilizan diariamente tomando el SIG como plataforma para el \u00e1rea urbana de Rivera, Tranqueras, Vichadero y Minas de Corrales, as\u00ed como tambi\u00e9n el \u00e1rea rural son:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Edici\u00f3n y actualizaci\u00f3n de N\u00fameros de Puerta de las principales ciudades del departamento. \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Ingreso de datos sobre la existencia de larvas Aedes Aegypti <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Referencia sobre Puntos de Inundaci\u00f3n, y gesti\u00f3n de Eventos de Emergencia (CECOED). \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Edici\u00f3n e ingreso de datos Puntos Cu\u00f1apir\u00fa, Contenedores de residuos, Papeleras, Basureros, Volquetas, Recolecci\u00f3n selectiva, zonas de Recolecci\u00f3n domiciliaria, Gesti\u00f3n de envases pl\u00e1sticos, Hogares no Conectados a red de saneamiento. \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Edici\u00f3n y actualizaci\u00f3n de Puntos de Alumbrado, ubicaci\u00f3n, potencia y tipo de l\u00e1mparas existentes. \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Ingreso y edici\u00f3n Se\u00f1ales de Tr\u00e1nsito (ubicaci\u00f3n de sem\u00e1foros y se\u00f1alizaciones). \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Gesti\u00f3n de todos los eventos vinculados a Obras Viales (pavimentos, obras, alcantarillas, puentes, pluviales, cord\u00f3n cuneta, etc). \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Visualizaci\u00f3n y ubicaci\u00f3n de padrones por n\u00famero, intersecci\u00f3n de calles, calle y nro de puerta. \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Normativas del Plan Director. \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Emisi\u00f3n de listado de padrones seg\u00fan tem\u00e1ticas espec\u00edficas. \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Identificaci\u00f3n de bald\u00edos y terrenos municipales. \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Cobertura de infraestructuras (pavimentaci\u00f3n, saneamiento, alumbrado, abastecimiento de agua, etc). \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Posibilidad de evaluaciones territoriales, hidrograf\u00eda, geodesia relieve (curvas de nivel). \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Cotas de inundaci\u00f3n. \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Conexi\u00f3n con sistemas tributarios municipales para mejora de la eficiencia. <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> Red Geodesica GNSS de alta precisi\u00f3n.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Los proyectos a desarrollar son:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Desarrollo de Aplicaciones SIG IDR para los principales ciudades del interior y zona rural, como Vichadero, Minas de Corrales y Tranqueras, para la gesti\u00f3n de Obras.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Desarrollo de Aplicaci\u00f3n SIG para c\u00e1lculo automatizado de Tasas de Pavimento.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Desarrollo de Aplicaci\u00f3n SIG para c\u00e1lculo automatizado de Tasas de Salubridad. <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Extensi\u00f3n de la Aplicaci\u00f3n de Vialidad rural asistido con GPS y GNSS.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Desarrollo del Modelo Digital de Elevaci\u00f3n (DEM_SIG) para Minas de Corrales, Tranqueras y Vichadero.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Implementaci\u00f3n de la Red Geod\u00e9sica de IDR para Tranqueras, Vichadero y Minas de Corrales.<\/span><\/li>\n<\/ol>\n<hr \/>\n<h3>Registro de Tierras y Servicio de Agrimensura<\/h3>\n<p><strong>Registro de Tierras:<\/strong><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Sellado de Planos de Mensura.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Archivo de Planos de Mensura.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Emisi\u00f3n de facturas en los expedientes de fraccionamiento.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Informar y mantener el registro de salidas de dominio municipal.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Inspecci\u00f3n y control de la l\u00ednea de propiedad en todos los Permisos de Construcci\u00f3n.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Apoyo al Sistema de Informaci\u00f3n Geogr\u00e1fica en lo referente a los Espacios Libres y los nuevos fraccionamientos. <\/span><\/li>\n<\/ul>\n<p><strong>Ingeniero Agrimensor municipal:<\/strong><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Asesoramiento a Divisi\u00f3n Arquitectura sobre servidumbres, l\u00edneas de propiedad, medianer\u00eda, etc.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Informar los expedientes de construcci\u00f3n, incorporaci\u00f3n y modificaci\u00f3n de Propiedad Horizontal.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Informes sobre enajenaci\u00f3n de solares en forma indivisa.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Informar los expedientes de fraccionamiento de tierras.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Planos de Servidumbre de Acueducto para la Divisi\u00f3n Vialidad Urbana.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Expropiaciones 400;\">Trabajos de agrimensura para las alcald\u00edas.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Comodatos para la ocupaci\u00f3n de terrenos municipales.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Comodatos para pozos de alumbramiento de agua en zona rural.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Asesoramiento al p\u00fablico en general sobre temas referentes a la agrimensura legal.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3>Planificaci\u00f3n Territorial<\/h3>\n<ul>\n<li><span style=\"font-weight: 400;\">Elaboraci\u00f3n de instrumentos de ordenamiento territorial y desarrollo sostenible: Ordenanzas, Directrices, Estrategias, Planes locales, Parciales y Sectoriales, Programas de Actuaci\u00f3n Integrada, Inventarios, cat\u00e1logos y otros instrumentos de protecci\u00f3n patrimonial.<\/span><\/li>\n<li>Evaluaci\u00f3n territorial de emprendimientos inmobiliarios, mineros, educativos, infraestructurales, industriales, de log\u00edstica, etc.<\/li>\n<li>Programas de gesti\u00f3n urbana y territorial.<\/li>\n<li>Asesoramiento en materia de urbanismo y ordenamiento territorial<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3>Gesti\u00f3n de expedientes<\/h3>\n<p><span style=\"font-weight: 400;\">Diariamente se informan decenas de de Preferencia Art. 66 de la ley 18.308<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Asesoramiento t\u00e9cnico interno a otras divisiones municipales y a contribuyentes.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Informes a otras instituciones \u00a0(OPP, MVOTMA, MTOP, INAU,
